The drawers stand in for the years’ worth of documentation that Alvarez was required to gather while completing a road project. It is a tribute to the “Southern COnnector,” a route that was first envisioned in 1965 but took years to complete because of red tape and other legal issues. The design is meant to serve as a critique of the bureaucracy’s red tape.
