The Bartini Beriev VVA-14 was designed to be a VTOL amphibious aircraft with wing-in-the-ground effect capability. The Soviets created the ship in the early 1970s, intending for it to take off from the ocean and go a great distance at a high speed.

It would be able to fly both at high altitudes and at the surface of the water with efficiency. Robert Bartini was charged with designing the VVA-14 in order to attack a Navy Polaris missile submarine built in the United States. Despite the creation of two prototypes, the initiative ultimately failed.
