One kind of arcade game that can be used as a gambling machine is pachinko. It serves the same purpose as Western slot machines. Low-stakes pachinko gambling has found an exception to the rule that prohibits gambling for financial gain in Japan. Winnings from the arcade games cannot be redeemed for cash or taken outside of the facility.

However, they can be swapped for tokens at the parlor, which can then be exchanged for cash with a third party that is located off-site. Pachinko parlors are extremely profitable; they bring in over $188 billion annually.
