The first Combat Talon II that was in full operating order was received in 1991. That summer, three more were delivered, and in the autumn of that year, the MC-130H Combat Talon II was formally introduced. With its many new electronics, the Lockheed Martin MC-130H Combat Talon II was quite advanced.

GPS navigation, radar made especially for bad weather navigation, an enhanced electronics suite, and the ability to use NVGs (night vision goggles) were among the new technology features. Unlike the MC-130E Combat Talon I, the Talon II was better suited for high-level daytime VMC to an easily-identified dropzone.
