In conditions of fair weather without storm or tornado activity, water spouts may develop. They have the ability to form on the water’s surface, spiral upward, and reach for the clouds. The funnel cloud becomes evident once the water spout is fully developed. They originate along the base where cumulus clouds are beginning to form. Since they form when there isn’t much wind to propel them, they don’t usually travel very far. Fair weather water spouts typically evaporate rapidly if they do make it to land. They stay close to the coast.
